Purpose and Reason:

This amendment is intended to clarify that an elected or appointed official may not accept any appointment to a compensated position until a year after severance from his elected or appointed position, if such compensated position will at some point require the approval of the body of which he is a member. Prior to the amendment, it was perceived that an official could accept the compensated position within a year of severance as long as the ultimate ratification of the appointment by his former board was delayed until a year after severance.
