Purpose and Reason:
The purpose of the rules and regulations is to provide for housing opportunities for low and moderate income individuals and families in each city and town of the state. These rules and regulations establish the process for filing a comprehensive permit with a municipal zoning board and for appealing the zoning board's decision to the State Housing Appeals Board.
