Purpose and Reason:
The regulation is designed to implement and explain the procedures for employers to receive reimbursement for registered non-trade apprentices in “registered non-trade apprenticeship programs” under RIGL § 42-102-13. The Department of Labor and Training expects to spend $50,000.00 on this program in the year 2017 on all employers in all industries that have “registered non-trade programs.” As for the cost benefit analysis of this regulation, based upon the 2012 policy research report by Mathematica, which studied the registered apprenticeship systems in 10 states, there is a return on investment for apprentices. The report shows that for the total life of an apprentice, for every $1.00 invested by state governments the return can be $27.00 in tax receipts and $35.00 in all government programs such as the unemployment insurance system.
