Purpose and Reason:
To establish provisions, qualifications and procedures for licensing underground utility contractors engaged in the laying or repairing of underground utilities.
Brief statement of Reason for Finding Imminent Peril:
Pursuant to Rhode Island General Laws section 42-35-3 (b), an agency may, if it finds adoption of a rule upon less than 30 days' notice is necessary because of imminent peril to the industry.
