Purpose and Reason:

The purpose of this regulation is to create a new comprehensive regulation that reflects recent statutory amendments and incorporate policy positions. The Department proposes the simultaneous adoption of the Rules and Regulations for Professional Engineering in the State of Rhode Island and the repeal of the existing Administrative Rules in order to: i) re-organize the Administrative Rules to be consistent with the NCEES (National Council of Examiners for Engineering and Surveying) while still conforming to RI Laws; ii) track definitions more closely to NCEES for clarity and consistency; iii) direct registrants to the website for current information; iv) allow a roster of licensees to be posted on the Board’s website; v) change the number of times a registrant may take an exam with additional guidelines that must be met for retaking an exam; vi) allow individuals with a science degree and a masters degree in engineering to obtain licensure; vii) incorporate the Code of Ethics; and viii) confirm statutory and administrative basis for the function and role of the Board of Registration for Professional Engineers, and clarify complaint procedures, and disciplinary processes.
