Purpose and Reason:

Expanding on R.I.G.L. §17-1-3 in order to further the intent of the legislature in enacting the statute. This rule is necessary to allow voters to register and then cast a ballot for the offices of President and Vice President of the United States on Election Day, as same-day voter registration and voting has become impracticable in certain city and town halls due to inadequate space and parking accommodations resulting from an increase in the turnout of same day voter registrants on recent Election Days. No changes have been made between the proposed and final versions of the Rule.
