Purpose and Reason:

This rule is proposed for amendment by the Board of Elections for the purpose of implementing the voter registration requirements of United States Public Law 107-252 (“Help America Vote Act of 2002”). As a result of comments received, the following changes were made that were not originally part of the proposed text: In Section 2 the definition for an "Election Official" was added.
