Purpose and Reason:
The purpose of this emergency amendment is to bring the rule and regulation into conformance with recent changes made to R.I.G.L. 17-9.1 et seq. The following changes were made to the text: 1) Law citations were replaced in section one. 2) Added new definitions and alphabetized the list in section two. 3) Made minor changes and clarifications to the text to bring it into conformance with legislative changes in section 3. 4) Deleted section five. 5) Reworded section six.
Brief statement of Reason for Finding Imminent Peril:
The rule and regulation is being amended to bring it into conformance with the enactment of Rhode Island General Law 17-9.1-33 effective January 5, 2010. The rule and regulation will now include language allowing sixteen year olds to preregister to vote.
