Purpose and Reason:
These rules and regulations are proposed for adoption by the Board of Elections for the purpose of implementing the voter identification (Voter ID) requirements of R.I. Gen. Law §17-19-24.2 and to address those voter identification issues not otherwise specifically referred to in the Rhode Island General laws. As a result of comments received, the following changes were made that were not originally part of the proposed text: In Section 3B the voters address on the ID is now required in order for a non-permanent ID that has no photo on it to be acceptable. The address must also match the address printed in the poll book. Also in Section 3B, Pardon and Discharge papers were removed as acceptable forms of permanent non-photo ID. Also, the phrase "but not limited to a" was removed from the list of permanent non-photo ID. In Section 3D R.I.G.L 17-19-24.2 (Voter ID) was included in the text of the regulation to reflect the new Voter ID law.
