Purpose and Reason:

The purpose of this amendment is to bring the Rule and Regulation into conformance with current mail ballot tabulation procedures. The amendment also expands upon the tabulation of blank military and overseas ballots. There are no substantive differences between the proposed and final version of the rule and regulation.
