Purpose and Reason:
The rule and regulation is being proposed for the purpose of clarifying and expanding upon R.I.G.L. 17-25-11 and 17-25.2-5. The rule and regulation defines what constitutes a complete and incomplete campaign finance report, and the procedures for receiving and appealing late fines. There are no substantive differences between the proposed and final version of this rule.
