Purpose and Reason:
This rule is adopted by the Board of Elections for the purpose of clarifying and expanding upon R.I.G.L. 17-25-11(g) and 17-25.2-5(d). The rule and regulation clarifies when a late fine for Campaign Finance is issued, and guidelines on how a candidate or elected official can appeal a late fine. As a result of the hearing before the Board of Elections the following changes were made that were not originally part of the proposed text: Section 3: Language was added that required the Board of Elections to notify a filer of late fines by certified mail return receipt requested.
