Purpose and Reason:
Some of the mandatory disqualifiers have been amended so that they are not applicable to renewals. This was done because the current regulation was having a disparate impact depending on the applicant’s renewal cycle. The second amendment allows individuals over seventy years of age to provide a valid medical certificate in lieu of the skills test required for certain renewals. This will bring the regulation into compliance with RIGL § 31-10-30.
