Department of Public Safety Civilian Employees Rules and Regulations

Purpose and Reason:

The purpose of this adoption is to provide rules and regulations for the civilian members of the Department of Public Safety. The substantive differences are: Chapter 1, Section 7, "Lieutenant Colonel-Chief of Administrative Services" was removed entirely because that is no longer a position; Chapter 1, Section 8 (now 7), letters (C) and (D) were added to fully describe the three Majors who serve under the Commissioner/Superintendent and describe their individual duties. There are now three Majors: the Major-Chief Administrative Officer, the Major-Professional Standards Unit, and the Major-Department of Public Safety; Chapter II, Section 5, letter (B) was removed because it is not necessary for these rules and regulations; Chapter II, Section 6, the language "as to be worthy of the esteem a public employee must enjoy," was replaced with "in manner that brings honor and respect for, rather than public distrust of, Department of Public Safety personnel." This change was made to clarify the purpose of this section; Chapter II, Section 7, letter (A), the terms "gender identity" and "sexual orientation" were added so that this section was in full compliance with current state anti-discrimination laws. In letter (B) of this section the language was changed to reflect the updated process for these instances; Chapter II, Section 11, "(outside of duty requirements)" was removed because civilian employees would not be required to handle drugs as part of their duties in the state police; Chapter II, Sections 16(b) and 22, the sentence "Such associations may be permitted where unavoidable because of family relationships with a department employee," to further clarify what is permissable under these sections; Chapter II, Section 31, the language "use their official position within the department to" was added to clearly define what is prohibited under this section; Chapter II, Section 35, letter (C) and Section 36, letter (A), "Lt. Colonel-Deputy Superintendent of the RI State Police" was replaced with "Major-Liaison for the Department of Public Safety," as this is the most appropriate person for employees to notify in these instances; Chapter II, Section 39, reflects the deletion of the sentence containing the reference to a General Order. This was in reference to a State Police general order, not a Department of Public Safety general order, therefore it is not appropriate and was removed.
