Purpose and Reason:

Rule 3 – Meaning of Terms. This proposed amended rule would clarify that Qualified Healthcare Providers or Medical Practitioners must be licensed to practice in the United States. The proposed amendment also clarifies the meaning of sickness in relation to the ability to attend certain school classes while collecting Temporary Disability Insurance benefits. Rule 37 – Filing of Claims for Temporary Caregiver Insurance Benefits This proposed rule outlines the requirements to file for the new Temporary Caregiver Insurance benefits beginning in January 2014. The final rule differs from the proposed rule in the following respects: 1)the department has removed the requirement that the bonding leave claim must pertain to a single continuous period of time; 2) the department has removed the transient placement restriction for foster child bonding; 3) the regulations now allow for proof, other than certificates, for proof of foster placement and adoption placement; and 4)the regulations now include employee notice procedures.
