Purpose and Reason:

Adds regulation 15(e) to allow the Department of Administration, Division of Facilities Management, to apply for and obtain a Certificate C permit. The final rule differs from proposed rule by limiting scope to 2000 square feet for renovation projects, whether internal or external.
