Purpose and Reason:
Edits to grammar and form were made to Regulations 1 through 19. In addition, new Regulation 20 describes the apprenticeship certification process that general contractors and subcontractors must follow for state public works contracts valued at one million dollars or more. The substantive differences between the final rule and the proposed rule are: Regulation 5: The agency removed the substantive proposed changes to Regulation 5, thereby leaving the previously amended regulations unchanged with respect to Regulation 5. The proposed changes would go beyond the scope of requirements of R.I. Gen. Laws § 37-13-3.1. Regulation 20: The agency included the word state in multiple locations in Regulation 20. The agency inadvertently removed this word in drafting the proposed regulations. This change makes the regulation consistent with R.I. Gen. Laws § 37-13-3.1 in that the apprenticeship certification requirements pertain to state public works projects only.
