Purpose and Reason:

Proposed changes implement a recent amendment to the Labor and Payment of Debts Act, RIGL 37-13-13, which now requires that certified payroll records be sent to the appropriate awarding authority, that contractors maintain a daily log on some prevailing wage construction sites and that contractors use a Rhode Island Certified Payroll Form, unless otherwise exempted. In addition, the regulations clarify and create certain definitions, clarify certain awarding authority responsibilities, clarify certain contractor responsibilities and remove some outdated provisions. THERE ARE NO SUBSTANTIVE DIFFERENCES BETWEEN THE PROPOSED AND FINAL RULE.
