Regulation Authority:
Chapters 42-17.2 "DEM"; Sections 20-1-4; 20-1-12; 20-1-35; 20-2-37; in accordance with Chapter 42-35, Administrative Procedures of the Rhode Island General Laws of 1956, as amended.
Purpose and Reason:
The RI Hunting Regulations for the Waterfowl Season for 2011 – 2012 expire on October 6, 2012 and the newly adopted RI Hunting Regulations for the Waterfowl Season 2012 – 2013 would not take effect until October 15, 2012. Making this emergency filing fills the gap where there shall be no regulations protecting waterfowl in effect, thereby placing the State in noncompliance with a panoply of federal statutes and regulations governing waterfowl found within the State.
