Purpose and Reason:
The purpose of this filing is to amend the commercial Lobster management plan to establish eligibility criteria for commercial fishers, engaged in the harvest of lobsters with traps in Lobster Management Area 2, to obtain vouchers for the purchase of sinking groundline.
