Purpose and Reason:

1.      Sections 4.11.1(C)(1)(a) and 4.12.1(D)(6)(a):  Inclusion of the new “Standard” commercial fishing license type consistent with recent amendments to Part 2 of this subchapter to identify shellfish possession limits for these license types. Effective January 1, 2023, Principal Effort Licenses (PEL) and Commercial Fishing Licenses (CFL) will no longer be issued consistent with recent amendments to Part 2 of this subchapter.  The rule will then be amended again after this date to remove these license types.
