Purpose and Reason:

Removal of terms and re-location to Part 1 - Definitions; Amendment of language regarding Restricted finfish endorsement exit/entry ratio such that now applies to all licenses rather than only active licenses (sections 6.1-10); amendments regarding the Issuance of New Licenses upon Sale of Vessel and Gear (section 6.7-7, 6.7-8); amendments regarding issuance of New Licenses and Operator Permits under Hardship Conditions (section 6.7); amendments regarding Activity Fishing and Actively Participating Standards (section 6.7-11); minor (non-regulatory) clarifications
