Purpose and Reason:

1. Closure Trigger for Summer Flounder

? Proposal 1 (Industry):  Modify the aggregate program closure trigger for summer flounder from 85% to 70% in the summer/fall aggregate program (section 23.11(E)(2)(a))

? Proposal 2 (Industry):  Modify the aggregate program closure trigger for summer flounder from 85% to 80% in the summer/fall aggregate program (section 23.11(E)(2)(a))

2. Closure Trigger for Black Sea Bass:  Modify the aggregate program closure trigger for black sea bass from 85% to 70% in the summer/fall aggregate program (section 23.11(E)(1)(a))

3. Amend the penalties for non-compliance (section 23.12(A)(3))
