Purpose and Reason:
Supplement definitions in Rule 1.01; clarify the area in which pilots must utilize a pilot boat holding a Certificate of Compliance (Rule 14); delete Rule 15.12 (defunct); amend Rule 15.16(D)(5) to eliminate outdated term "RDF calibration"; update Rule 15.17 (B) to refer to Department of Homeland Security; add Rule 15.18(E) to require safeguarding of the Portable Pilot Unit or computer assisted navigational device in the event of a reportable incident; delete Rule 16 (defunct); and revise the medical form in the appendices. As a result of promulgation process, added some definitions and corrected language throughout. In addition, Title & P.1 to reflect a change in Commission membership, i.e., F. Floor in place of S. Hall; 15.12 delete requirement to file Block Is. Sound fee reports; newly designated 15.12B to define “upper most continuous deck;” 15.18C to add “PPU;” Upon review certain errors were discovered in the remaining text of the existing regulations that warrant the following technical revisions:9.9B2a “breaking” to “briefing;” 10.4G "certificate” to “certify;" 10.4H reference should be to 10.8 not 10.6; 10.6 to delete the redundant "from examiners;" 10.10A change "Block Island Sound" to Narragansett Bay;" 15.18A to change "girth" to "berth;" 15.16 to change Dept. of "Transportation" to Dept. of "Homeland Security;" and on the last page concerning the statutory authority change "42-17.1" to "46-9" and "42-17.6" to "46-9.1."
