Purpose and Reason:
To update the mailing address of the Commission; delete the requirement for the installation of an anti-collision strobe light (in order to be consistent with the requirements of United States Coast Guard); require that radio communications utilize the registered name of the vessel; and to exempt certain yachts from the pilotage requirements.
