Purpose and Reason:
The proposed amendments would increase the size of ships allowed to be piloted by probationary pilots in Block Island Sound and Rhode Island Sound from 20,000 to 30,000 gwt, and modifies the rules under which a pilot shall decline to pilot a vessel into state waters.
