Purpose and Reason:

The rules are necessary to remain consistent with federal regulations regarding the disease of sheep and goats known as scrapie. There is no reliable test for this fatal disease, and it has a very long incubation period. The only means of control is through monitoring herds and testing animals at slaughter. To trace potentially infected animals, there needs to be a unique means of ID for each animal.
