Purpose and Reason:
These amendments are intended to address concerns raised by the regulated community regarding enclosure sizes, amend allowable bedding materials, clarify certain record-keeping requirements, and modify temperature requirements. Pursuant to public comment, changed Rule 10.5 to allow a lesser penalty for a first-time offense.
