Purpose and Reason:
to establish procedure for permitting importation/possession by only those persons who can demonstrate to the satisfactio of the Director that they have both adequate facilities, and adequate knowledge of animal health and husbandry to ensure both public safety as well as the health and well-being of the imported/possessed wild animals including endangered and threatened species.
