Purpose and Reason:
Rule 8 of these regulations allows for the regulation of entities that import dogs and cats into Rhode Island for the purpose of adoption, rescue, foster care, sheltering, remote sales, and brokering. They will create minimum standards of animal care and record keeping by which any such entity must abide. There is no associated registration fee. These regulations are necessary to ensure the health and welfare of animals imported for those purposes and to facilitate tracing of animals that are determined to be a public health or animal health risk. The proposed regulations also provide consistent language and formatting for the previous version which will be replaced and superseded by this version.
