Purpose and Reason:
The amended rules are adopted to improve the clarity and organization of the current rules, include provisions aimed at improving processing, and introduce a new application type. The rules consolidate all prior amendments into a single document, and provide for two revisions to the DEM-CRMC jurisdictional boundary(in Providence and Cranston). In response to comments received a definition of invasive species has been added; the exemption for cutting/clearing at airports has been omitted; the exemption for planting projects has been clarified; and edits have been made to the findings, definitions, the permit transfer rule, and other rules. In addition, the reference to the water quality regulations has been clarified, and it has been added to rule 10.00.
