Purpose and Reason:
To establish a system to classify all wastewater treatment facilities (WWTF's) as to size and type, and to establish specifications, including examinations, education, and work experience, for issuing certificates for operators of each class of WWTF to ensure the proper management, operation, and maintenance of Rhode Island WWTF's.
