Purpose and Reason:
To ensure that sludge, composted sludge and treated sludge that is utilized, disposed or transported in the State is done so in a manner to protect public health and to avoid degradation of the environment. To achieve this purpose, these rules and regulations establish procedures governing the treatment, disposal, utilization, and transportation of sludge, composted sludge, and treated sludge.
