Purpose and Reason:

To address the findings and recommendations of the Rhode Island House of Representatives "Special Legislative Commission to Study Naturally Occurring Arsenic in Soil", as reported in May 2008; and issues of public involvement and environmental justice resulting from a separate public review process.
