Purpose and Reason:
The amendments are proposed to the Rules and Regulations for Hazardous Waste Management to correct references to federal regulations that are incomplete or inaccurate. Other changes include allowing satellite accumulation of PCB waste, replacing the permitting requirement for circuit board shredding with notification, and establishing minimal standards for paint collection centers. After working with stakeholders, certain requirements were judged to be unnecessarily burdensome to the regulated community and/or used excessive resources of the Department without providing sufficient benefit to the environment. Therefore, these requirements were modified or removed.
