Purpose and Reason:
To exempt EPA and DEM from paying the hazardous waste generation fee for cleanups they are performing directly, and to replace an obsolete reference to an OSHA document with a reference to an current EPA reference. Also, through a separate rulemaking process that was noticed on 12/10/2005 with a hearing held on 1/6/2006, the federal system of managing used or waste oil is adopted.
