Purpose and Reason:

These regulations are intended to minimize environmental hazards associated with the generation, transportation, treatment, storage and disposal of hazardous wastes, the transportation of septage waste, and the operation of hazardous waste treatment, storage and disposal facilities. They are also designed to promote planning and implementation of hazardous waste treatment, storage and disposal facilities where necessary and desirable.
