Purpose and Reason:
The amendments removed the five year expiration term for emission caps. Emission caps remain in effect unless they are terminated by DEM. Sources with emission caps continue to pay an annual compliance/assurance fee. The Office also amended the administrative permit amendment section by adding to the list of eligible changes.
