Purpose and Reason:
These amendments would allow gasoline dispensing facilities to decommission their Stage II vapor recovery systems, which capture vapors displaced from vehicle tanks during refueling, and would strengthen requirements for Stage I systems, which capture vapors displaced when tank trucks fill gasoline dispensing facility storage tanks. The amendments also clarify best management practices, as required for the regulation to be equivalent to federal regulations for this source category. In response to comments, clarifying language was added to subsections 11.10.1 and 11.10.5.3. In addition, Subsection 11.10.2.5 was added; that subsection allows gasoline dispensing facilities to apply to continue to operate Stage II systems that are incompatible with vehicular vapor controls if they install vent pipe controls to eliminate excess emissions caused by that incompatibility.
