Purpose and Reason:

The purpose of this amendment is to update the RI regulation to comport with the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (United States PL 108-173)". The hearing on the amendments was held on May 17, 2005. The attached Concise Explanatory Statement describes the changes between the regulation as proposed and the final regulation adopted.
