Purpose and Reason:
The purpose of these rules and regulations is to promote the general welfare of the citizens of Rhode Island by implementing R.I. Gen. Laws Section 5-57-1 et seq. so that the provisions thereunder may be best effectuated and the public interest may be most effectively served.
