Purpose and Reason:
The purpose of this amendment is to put into effect the revised policies and procedures governing the Rhode Island Fire Academy. The substantive differences are: 1. In sections 4-1 and 4-2, all references to “Assistant Instructor” were deleted because this is not a position at the academy. 2. In section 4-3, the word “Assistant” was deleted from the title of the section because this is not a position at the academy. 3. In section 4-3.1 the word “assistant” was deleted before “instructor” because this is not a position at the academy. 4. In section 4-3.1 (1), Level II certification was added to the criteria to be an Instructor. 5. In section 4-3.1 (2), “or” was replaced by “and” in the criteria to be an Instructor. Therefore, an Instructor must be certified at both the Instructor Level I (1041) and FF Levels I & II. 6. Section 4-3.2 was deleted entirely because “Assistant Instructor” is not a position at the academy. 7. Section 4-3.3 was deleted entirely because “Assistant Instructor” is not a position at the academy. 8. Section 4-3.4 was deleted entirely because “Assistant Instructor” is not a position at the academy. 9. In sections 4-4 (1) and 4-4.1 (1), the word “assistant” was replaced with “student” because there is no position of “assistant instructor” at the academy; the term “student instructor” is more appropriate. 10. In section 4-4.2, the rate of compensation was changed from “$25 per hour” to “determined by the Fire Education and Training Coordinating Board.” This change was made because the rate may change, depending on what the board decides, so this exact rate should not be included in the rules and regulations. 11. In section 4-7 the description of instructional staff members changed from “vendors and must be issued vendor numbers,” to “part-time state employees.” This change was made because the new status indemnifies them.
