Purpose and Reason:

The Department of Business Regulation has proposed the adoption of this regulation to implement the registration process for Residential Solar Retailers and requirements for solar energy disclosures in accordance with R.I. Gen. Laws Chapter 5-93 entitled, “Residential Solar Energy Disclosures and Homeowners Bill of Rights Act,” (“Act”) which was enacted in the 2024 legislative session and takes effect on March 1, 2025.

The proposed new regulation: (1) Sets forth the application requirements for Residential Solar Retailer registration in RI; (2) Establishes procedures for the issuance and renewal of registrations; (3) Sets requirements for solar agreements and standard disclosure forms; (4) Sets fees for registration, renewal, and late renewal; and (5) Establishes procedures for violation notices and penalties.

A public hearing will be held remotely on Wednesday, February 12, 2025, at 10am, via Microsoft Teams.
