Purpose and Reason:
The purpose of this regulation is to promote the general welfare of the citizens of Rhode Island by implementation of R.I. Gen. Laws Section 5-20.5-1 et seq. so that the provisions thereunder may be effectuated and the public interest be most effectively served.
