Regulation Authority:

R.I. Gen. Laws Sections 3-5-20, 3-2-2, 42-35-1 et seq.

Purpose and Reason:

The Department is repealing certain sections of Rule 29, entitled Promotions and coupon policy - Wholesale/importer as they relate to Department pre-approval of manufacturer promotional programs, because the regulatory burden of reviewing all promotions and coupons is not justified to achieve the regulatory goal of temperance of the consumption of alcoholic beverages. The Department is creating Rule 44 in order to ensure consistent and effective compliance with R.I.G.L. Section 3-7-24, entitled "Certificate of payment of state taxes."
