Title 230 Department of Business Regulation (includes the Office of the Health Insurance Commissioner)
Chapter 10 Central Operations
Subchapter 00 N/A
Part 1 Access to Public Records
Type of Filing Amendment
Regulation Status Inactive
Effective 06/23/2025

Regulation Authority:

R.I. Gen. Laws §§ 38-2-3 and 42-14-17

Purpose and Reason:

DBR is proposing amendments to the Access to Public Records regulation to reference a new online portal for making public records requests, which is part of a statewide initiative. DBR also took this opportunity to add a reference to the statutory appeal procedures and to remove redundant or outdated information from the regulation. A few minor edits were also made to the numbering of paragraphs to conform to the updated RICR style requirements.

DBR proposes the following substantive amendments:
§ 1.4(A) – added reference to the DBR’s APRA portal available on DBR’s website.
§ 1.4(B) – removed redundant contact information, which is available on DBR’s website.
§§ 1.4(E) and 1.5(A) – added cross references to applicable statutes.
New § 1.6 – added a section referencing the statutory appeal procedures.
