Purpose and Reason:
The Department of Administration (DOA) is promulgating this technical revision for ERLID 7770, RULES AND REGULATIONS PERTAINING TO THE RHODE ISLAND HEALTH BENEFITS EXCHANGE, to move these regulations under the authority of DOA. During the 2015 session for the Rhode Island General Assembly, the Rhode Island Health Benefits Exchange was legislatively established under the authority of DOA pursuant to R.I. Gen. Laws Sec. 42-157-1 et seq. The Rhode Island Department of Health previously adopted ERLID 7770 under the authority of an Executive Order. With the establishment of the health benefits exchange by statute under DOA, the regulations are now being moved under the authority of DOA. No substantive changes are being made as part of this Technical Revision and the regulations remain identical to those promulgated by the Department of Health.
