Purpose and Reason:

The purpose of these proposed amendments is to separate the State’s Minority Business Enterprise (MBE) program from the federally mandated U.S. Department of Transportation’s Disadvantaged Business Enterprise (DBE) program, and to remove all references to DBE program certification from the existing rules and regulations. In addition, several wording changes have been suggested in order to remove ambiguity.
