Purpose and Reason:
As a result of the enactment of Chapters 385 and 386 of the 2011 Public Laws provisions of Section Eight of the Procurement Regulations need to be revised. The definition of the term Change Order was amended in Regulation 8.1.Regulation 8.7.6,relating to the process for retroactive approval of a change order,has been added. In order that the regulations were consistent with the statutory changes, several amendments have been proposed in Regulation 8.11,entitled Selection of Methods of Construction Contracting Management. As a result of a submitted comment, wording changes were made in Regulations 8.6.1 and 8.6.2.3. These changes were made in order to clearly set forth the process and requirements for issuing a Letter of Authorization.
