Purpose and Reason:

As a result of recent statutory enactments, several provisions of Section Five of the Procurement Regulations need to be amended. Regulation 5.4.6.1 has been amended to refer to financial thresholds currently in effect. Regulation 5.11 has been amended to state that bids governing highway and bridge construction projects, except as otherwise provided, shall be governed by these regulations. Regulation 5.13 entitled “Bids Governing Highway and Bridge Construction Projects” has been added. There are no substantive differences between the proposed rule and the final rule.
